Leading Executive Communications for Police K-9 Unit Reform Following an Apprehension with Severe Injury

Challenge: Develop and execute a communications strategy supporting a comprehensive review and reform of the Police Department's K-9 Unit amid significant public and media scrutiny.

Led messaging and supported executive leadership through the comprehensive review, reform and reinstatement of the Gainesville Police Department's K-9 Unit following a high-profile use-of-force incident and subsequent organizational review.

Following a July 2022 K-9 apprehension that resulted in significant injuries to a felony suspect, the Gainesville Police Department's K-9 Unit came under intense public scrutiny. As operational and supervisory concerns emerged, the Police Chief initially removed the unit from service but then reinstated it prematurely and without notifying the City Manager or Gainesville City Commission.

 

After requesting additional information, the City Manager chose to reverse the Police Chief's decision, once again removing the unit from regular service. She then launched a community listening initiative and internal review followed by a multi-phase improvement plan. Staffing, supervision, deployment standards, training and policies were to be comprehensively evaluated.

Over the next ten months, the department rebuilt the unit through a step-by-step process that included limited deployment, a mutual-aid agreement with the Alachua County Sheriff's Office to maintain public safety services, expanded staffing, enhanced supervisory training, detailed revisions to the K-9 policy manual and the addition of new officers and canines before the unit returned to full operational status.

The communications challenge was to help executive leadership explain each part of this complex operational reform while balancing transparency, maintaining confidence in department leadership, preserving morale among sworn personnel and demonstrating continued commitment to both accountability and public safety.

Role

As Director of Marketing & Communications and a member of the city's executive leadership team, I served as a strategic adviser to the City Manager throughout this effort, helping leadership communicate difficult decisions while balancing transparency, operational integrity and organizational morale.

 

Working alongside the City Manager, Police Chief, City Attorney and Police Department leadership, I led executive messaging, coordinated media strategy, supported internal communications and helped guide community engagement through nearly a year of organizational change.

Communications Strategy

The communications strategy centered on transparency, operational accountability and confidence-building through measurable progress.

Rather than relying on reactive statements or attempting to relitigate the underlying incident, communications focused on explaining the purpose of the review, the steps being taken to strengthen the program and the milestones required before the K-9 Unit would return to regular service. Each phase of the process—from temporary removal from service to limited deployment, policy revisions, enhanced supervision, expanded staffing and ultimately full reinstatement—was communicated as part of a deliberate, evidence-based organizational improvement strategy rather than an isolated announcement.

Because the issue affected multiple audiences simultaneously, messaging was carefully tailored to reinforce transparency with residents while also maintaining confidence among sworn officers, elected officials and community stakeholders. Communications consistently emphasized that the review was designed to strengthen the department, preserve an important public safety capability and ensure officers had the policies, training, supervision and resources necessary to serve the community safely and effectively.

Execution

I collaborated closely with the City Manager to develop and execute a phased communications strategy that evolved alongside the nearly ten-month operational review.

 

At the outset, I partnered with the Director of Government Affairs and Community Relations to coordinate two public workshops where Gainesville Police Department (GPD) leadership and officers engaged directly with residents, answered questions and listened to community concerns. My team documented the discussions, creating a comprehensive record of public feedback that helped inform Gainesville City Commission discussions and subsequent communications planning.

While we occasionally were required to put out reactive communications, the broader strategy was designed to stay ahead of public concerns by explaining each major operational milestone as it occurred, ensuring residents, employees, elected officials and the media understood not only what decisions were being made, but why they were necessary.

 

As reforms progressed, we shared information documenting each step in the improvement process—from the K-9 Unit's temporary suspension to establishment of a limited deployment protocol and mutual-aid agreements. As time went on, we were able to produce positive stories about expanded staffing, enhanced supervisory training, comprehensive policy revisions and ultimately the unit's return to full operational status.

 

By consistently aligning communications with measurable operational progress, the strategy reinforced that the review was a deliberate effort to strengthen the unit and support the officers of the Gainesville Police Department while maintaining transparency and restoring public confidence.

Messaging efforts supported each phase of the K-9 Unit's operational review, helping explain the city's reform process as staffing, supervision, training and policies were strengthened prior to the unit's return to full service.

Communications acknowledged community concerns while documenting measurable operational improvements, reinforcing the city's commitment to accountability, officer support and effective public safety.

Laying the Foundation for Public Trust

The communications strategy recognized that rebuilding confidence would require more than simply sharing information. Before meaningful progress could be communicated, the city needed to demonstrate a willingness to listen, engage respectfully and acknowledge community concerns while supporting the officers charged with serving the public.

The two public workshops brought residents together with Gainesville Police Department leadership and K-9 officers. I worked directly with police leadership to review and refine presentation materials, ensuring they accurately explained department operations, addressed sensitive issues thoughtfully and created an environment where listening and understanding—not persuasion—were the primary objectives. The workshops gave residents an opportunity to share concerns directly, allowed officers to answer questions in a respectful setting, and produced a comprehensive record of public comments that my team synthesized for the City Commission and incorporated into subsequent communications planning.

As the operational review progressed, I worked alongside the City Manager to ensure communications reflected the work occurring behind the scenes. Rather than allowing public discussion to remain focused on the incident that prompted the review, each communication explained another tangible step in the city's reform effort—from temporary deployment restrictions and a mutual-aid agreement to expanded staffing, enhanced training, revised policies and the unit's return to full operational service. By grounding every communication in measurable operational progress, the strategy helped demonstrate that rebuilding confidence would come through sustained action, transparency and accountability rather than messaging alone.

Results

The comprehensive review achieved its intended objectives. Over the course of approximately ten months, the Gainesville Police Department transformed the K-9 Unit through expanded staffing, enhanced supervisory oversight, specialized training for handlers and supervisors, a comprehensive revision of the unit's policy manual, and strengthened deployment standards.

 

The final messaging allowed us to tell the story of how the Gainesville Police Department, while operating under a limited deployment protocol and mutual-aid partnership with the Alachua County Sheriff's Office, successfully rose from the fallout of this incident to build an exceptionally transparent, successful and highly-trained K-9 Unit tasked with protecting and serving the people of Gainesville.

 

The communications campaign covered four major public milestones: unit suspension, limited deployment, policy and training revisions, full reinstatement.

My role was to help executive leadership share each phase of that progress in a way that emphasized consistency, honesty and credibility. Rather than allowing public attention to remain focused solely on the events that prompted the review, we moved on. By documenting measurable operational improvements and reinforcing the city's commitment to public safety, we moved the needle and changed the tone of the conversation.

 

By the unit's return to full service, working under fresh standards outlined in a fully revised K-9 Unit policy, the city's narrative had shifted from uncertainty about the future of the program to confidence that our police department had completed a deliberate, comprehensive reform grounded in improved documentation, training and oversight.
